@Nesano, saying "Sorry" on chat will get them to stop hitting you most of the time
@Chotato, you can(and should) reduce bandit spawns on both the main mod settings, and in the week one settings. Also bump up army spawns to make it less annoying as bandits will get deleted before they can kill you. Plus you should be able to disable their break-happy behavior.
Then only two problems I haven is the fire bombing of my base and NPCs attacking my barricades for no reason.
Then a lot of the zombies around the spawn are like this too. Ontop of that, I don't see any civilians running around in either Week One or Day One.
I am presuming this is a setting, as nobody else in the comments has this issue. I tried both Week One & Day one separately without any mods & I still had the same issue.

Both. Most basements are connected to the inside of houses but some are connected to the outside. If you plan on waiting out the nuke underground then try to get a spawn in a house with one unless you want to fight cops.
For instance I use the Zupercart mod, and if I set down my trolley then pick it back up in a store I pay $130 bucks for the trolley I already had. If I could get the item name and place it in the exemption list it would be ignored as a sale/theft if inside a store.
Hey just saw your discussion about a possible fix for parties spawning in your base. It's actually pretty easy to fix on your own. This is also a suggestion for @slayer.
Every house party in the mod is a scheduled event that and scripted to spawn once at given world age trigger. Just set "RegisterBase" event before each "BuildingParty" event in BWOScheduler.lua and you're golden. Won't work if you will be outside your home though.
Another way is to "accidentaly" run over NPCs without killing them, if they go into crawl status you can heal them (right-click>heal person) for 50 bucks. NPC cars don't stop for pedestrians either so you might get a few that way.
@the pooterman, saying sorry to NPCs will get most of them to stop attacking you, good luck typing it before they kill you though
