If you're looking for the intended experience with the other players trying to hinder your progress via enemy spawns, Just creating a multiplayer game with the correct open ports (or peer to peer, as awful as it is) should net you the right results.
If you're looking for the extremely jank and completely unsupported Coop, you can use TA_SV_OriginalCoop 1 in the console before people join to enable that.
Would it be okay if you made a standalone version of the weapons to use in Sandbox mode?
Try searching for the Temporal Assassin Wiki (just google Temporal Assassin Wiki) and get the Legacy version of the game.

Danger Close is currently and mysteriously bugged it seems. You can manually give yourself the achievement by going into this folder :
GarrysMod\garrysmod\data\temporalassassin\achievements
Find the shatter_coat_ .txt files and opening shatter_coat_1_progress.txt and replace the number with "60". Then make a new .txt "shatter_coat_1.txt" and just type 'gottem' in it. It'll require a change of map OR reloading the game for the change to come into effect but it should give you that achievement. Note : Yes this can be used for EVERY achievement if you know the .txt names.
Inside the folder itself should be materials, models, gamemodes, sounds, etc. Just put the folder containing those into Addons.
