Power Melee's are EXTREMELY powerful, you can practically complete any mission, campaign or level in the game with just a power melee.
As such they're often only found in Secrets for campaigns.
You can always try every weapon you have unlocked in the Training Area, or play Sin Hunter (A wave based, Shop/Item buying non-stop combat mode) to try and get enough Stardust to purchase a power melee and try it out.

This may be due to the Half Life 2 Anniversary update changing some of the maps Logic. I will look into d1_canals_03 to see if i can rectify this issue in the next patch.
For now, please pull out the Phone using the in-game bind for it. Open chat and type "ghost" without the quotation marks.
This will enable Noclip and allow you to skip the section you are stuck at. Type the cheat code "ghost" into the chat again with the phone out to Disable noclip.
