The problem did not reproduce. Please check if the Stormloader installation is correct.

Gas stations are installed using add-ons.
Create a new save data and enable TougeMod from the add-ons menu.

A .SLP file is a renamed .ZIP file.
You can rename it to zip.

Manual installation is also possible by unzipping the zip file.
