While some sources suggest Voyager only had two spare shuttles, one of the most agreed upon schematics shows 2 in the main hangar, and 15 more shuttles in reserve in the lower bay. Estimates for shuttles lost in the show range from 10 to 17, so, technically, it actually did make sense. Check out my voyager build to see what I mean ;)
