The mod world seems forever cruel, but my heart sings seeing another dear to Battalion Wars. It was the first RTS I ever played. Many thanks for this

Making a civilization that makes thematic sense with all its abilities being coherent and melded together so that they form a strong and interesting playstyle can be tricky. That said, for the Sea Fort I would see if I could make an improvement that could be built on land and sea that increases combat strength for the unit stationed there. It could also stack with their UA. I'd have to check and see if improvements can work like that on water tiles. But that would work really well with the envisioned UA. The rest I don't really have any solid ideas for and none of this is a promise to be implemented, but this is definitely a good start, I appreciate you sharing your ideas!

A thing to keep in mind about combat strength increases is that they are such a big advantage that you don't really see as flat increases across board. It tends to be limited to just unique units. Or you'll see percentage increases instead. It could be done, but it needs to more limiting.

Now your ideas are interesting, I think the way I might approach this is naval units receive +2 combat strength in coastal tiles that are adjacent to land tiles (or just make a promotion that does this as a percentage), and I feel like thematically a defensive style fits the Anglos more. Gotta remember, their invasion failed but they succeeded at defending their homeland. So instead of increased combat strength in foreign territory, I would consider making that part friendly territory instead. This also synergizes better with the first portion of the UA which still retains some offensive capabilities.

Note though that this is just a an idea I had and is in no way balanced (also on second thought +2 Strength Combat Strength when fighting on Coastal tiles and +5 Strength Combat Strength when fighting on Neutral or Foreign Territory might be more balanced)

Actually now that I'm here, I did have an idea for a theoretical Anglo-Isles faction

Civ trait: +10 Strength Combat Strength when fighting on Coastal tiles. +5 Strength Combat Strength when fighting on Neutral or Foreign Territory. All land units have the Amphibious promotion.

1st Unique Component: Sea Fort (Unique Harbour, extra city health and XP for naval units trained in city)

2nd Unique Component: SputteFlare Fighter (Unique fighter replacement. Stronger than normal fighter but weaker than jet fighter)

3rd Unique Component: Windsors Column (Unique Heroic Epic, produces +5 culture instead of +1)

4th Unique Component: Supercilious-class Battleship (Unique battleship replacement, slightly weaker than default battleship but gains the Logistics (extra attack) promotion)

5th Unique Component (theoretical): Mk-1 "Big-Billy" (Landship replacement, available earlier at steam power)

Yeah. Right now just Tundra and Xylvania because I have ideas for them I like. I'm sure if I come up with concepts for the rest then it's a possibility for them too.
