For whatever reason, when playing as Sartosa, this mod prevents me from building any structures after occupying.

There's an issue occupying ruins. They automatically become level 1 when occupied.

I don't consider this a cheat mod since if you have the cash, it should be possible to pay extra for high level settlements immediately rather than wait for enough growth.

But occupying ruins shouldn't instantly give you a settlement already setup.

有时候城镇会在升级之后显示有些建筑已经被建造，但是在建筑槽里面已经提示可建造并且没有显示位置，不清楚是跟别的冲突了还是什么

Does this work for modded factions? like Araby?
