Well done. It's a beautiful build. I was about to get upset on my first takeoff; the pontoons kept digging into the water and I couldn't roll. Then I realized I didn't turn on the aileron hydraulics. Takes right off at ~100 knots.

i did it with no wind and no inf fuel making sure its at 700 rpm may be my issue

I did all my testing without any wind and inf fuel off, that could be your issue. Also, make sure the engines are throttled up and running before engaging the clutch, they should be at ~700 RPM.
