I played up to 10 turns with no such crash as Clan Fester. I do not believe there is anything in the submod that would cause such an issue. The submod is simply stat changes, unit caps, adding skills to lords and heros, allowing certain units to be built at certain buildings, and adjustments to table top caps to be more in line with SFO.
Do you have MIXER - Mixu's Unlocker + Skaven Asset Pack + Skaven Clans + Skaven Clans SFO?
I have had no such issue that you desribed either in Immortal Empires + Immortal Empires Expanded + The Old World. If you are toggleing minor factions with Mixer there are blank clans. That is because those clans have not been released with the base skaven clans mod. Those clans are Chitterskull, Ferrik, Mordkin, Volkn, Ektrik. I also suspect at some point Skurvy in the future. Some of those clans were playable in WHII. But have not been made for WHIII.
It is outside the scope of this mod to make completely new factions.

I do not know what your probelm would be. I just tested with consule commands and gave my faction leader a ton of EXP. I did not have any probelms.
The RORs should unlock at
10 Vilebites (Verminkin)
15 Night Terrors (Night Runners Fighting Claws)
13 Wyrdstone Warriors (Warpguards)
14 Silent Guardians (Warpguard Halberds)
17 Black Lightnings (Black Skaven)
16 Might of the Blackclaw (Shadow Rat Ogres)
And then have a 10 turn cooldown. This submod did not touch any of those tables from the main mod. They will be greyed out at the start of the campaign.

Awesome job! I was just looking into making this myself.
It seems like the Clan Verms units in general haven't been updated I will note, most of their units have considerably less health than their counterparts.
