Yeah, i did a playthrough of these maps on a public server just now, and no one really found any of these "James Bond" or "Super Villian" Lair themed, outside of Procrastinator's Lair and two maps that require EP2 content(Groundbreaker and Observatory).

Massively disappointed.

doesn't feel like these maps are really villain-lair-themed other than ttt_procrastinatorslair
