Why it doesn't fit the game's artstyle outside of halloween is that this skull isn't a representative of Sniper's character. When you're creating full head replacements for the sniper, I want to see Sniper IN that head replacement. Not some skull, with Sniper's voice, But Sniper with Sniper's voice.

As with the previous commentor, I agree that it doesn't fit the game's artstyle. This is very clearly an SCP 1471 or wendingo inspired cosmetic that, if added in the game, should only be halloween restricted. Many of tf2's animal head/mask cosmetics that fully replaces a character's head are halloween restricted, except for the pyro because anything goes with pyro's head. Take Crocodile Mundee for example. It's for the sniper and it fully replaces his head. But also, elongates his head that can affect gameplay in a sniper duel. However, with the chaos of Scream fortress, I think it is perfectly fine as you're already dealing with a green wizard and all the chaos of spells which brings me to see that this item should only be Halloween restricted.

I think Valve stopped caring about the artstyle ever since the Gun Mettle update if i'm not wrong. and knowing them, i don't think they have any plans on ''reviving'' it.
