Pick Bowser and build encampment and airships and thats it :D

You can win any victory condition. Expansion can be done through placing an encampment on the third ring and building an army, levying a city-states units, or by some other means. Once you have your second city, it is pretty much a normal game but you're around 10 techs behind or so.
