In my own testing I preferred these vanilla Shogun 2 abilities because I felt that they were more consistent/transparent.
I guess I could consider activating a fear effect in addition to these abilities, though you seem to think they are too op already lol
My problem is that melee units don't really fit at all in the campaign games that I play.
In vanilla fots it seems like once you get base Line Infantry everything traditional is obsolete. Perhaps it has to do with my personal playstyle, but I'm reasonably happy with the balance I've got with the mod, in particular the General Hatsumoto seems to be a very powerful unit now.
If you are interested in also making an alternative, I found that there's a stat that gives fear effect to units in units_stats_land called "fear effect". By defualt it's set to 0 but when i gave samurai a value of 10, black bear infantry's morale was: steady, concerned: frightened by enemy unit.
Idk what would be the ideal value for the morale debuff, and does not appear to stack, but if you play around with it you could potentially make a second version that reflects the idea better and stays a bit more consistant.
