The reason why the Woodbury police paint their cars like this is actually quite simple. It is to blend in better with the surroundings as Woodbury has some of THE ♥♥♥♥♥♥♥ WORST drivers in Minnesota.

The lower half is white since it dominates the area of your vision with snow. Top half is black since it is common for buildings to be dark in color and helps blend in with trees which both dominate the top half of your vision. The trunks and hatches are black to make it look like asphalt (I don't know how effective this is other than speed enforcement) since that is what dominates your vision while looking forwards driving.
