If you mean in term of modding then it's somewhat complicated, you need:
- a definiton file (ex: bop_france.txt) that has each bop and each sides and the modfiers for each ranges.
- a decision category file (ex: FRA_bop_decision_categories.txt) that has categories for the bop decisions.
- a decision file (ex: FRA_balance_of_power_decisions.txt) that has the decisions for the bop divided by categories.
- a localisation file (ex: FRA_bop_l_english.yml) that has the actual english (like 'Praise the Army') instead of the computer language (like 'praise_army_bop1').
There are others things you'll need if you want to make a balance of power that is comparable to the vanilla ones but these are the requirements. You can look at the files in my mod to understand it (should be in SteamLibrary\steamapps\workshop\content\394360\2952002814).
France has no democratic mechanics and changing ideology only take a couple of focuses, that's why I think a BoP mod is good for them (especially since their democratic side are coalitions).
