I don't think districts are mentioned in patch notes and this mod was updated for 3.9.1.
I've been using it on 3.9.2 and looks to be working as expected.
But i don't remember ^^ that was 2015 or 16 or so

i fixxed it, hope it works now again, tell me pls when u have tested it ^^
But i also use Planetary Diversity and the Submod Planetary Habitats ... so u can build on any barren, toxic, gas or frozen/molten world habitats xD
Guess I'll use the edicts to bring back all my destroyed buildings.

The mod will override Unlock More Building Slots +2 for city districts from both the 3.7 and earlier, standalone and PD if it loads after the mod.
The reverse is true as well, the increased housing and jobs doesn't get applied if Improved Planetary Districts loads first.
This appears to happen regardless of location in the mod load order.
This problem only appears wit this version of the mod, Yesterday it was totally fine.
