The issue with it, is that if the beastmen are wiped out from the map at any moment, it automatically cancels, making it impossible to recruit him at all; something that due to the beastmen being as they are can just randomly happen even very early on through the campaign (especially if there are modded factions added, like with Cataph's Southern Realms for example).
Or could it maybe be changed to not cancel if the beastmen are destroyed, giving more of a chance to succeed at it through the campaign?
And Tomas quest does not specify what building needs to be built
