Both. You find the bike with no skills, you can start using BUT if 3 storage bags are not pre-installed (and in my experience mostly, perhaps always, it is not installed) then you cannot craft them until you have TAILORING skill.
Likewise, bender will bend (or perhaps will be in bad shape) and you cannot fix it unless you have METALWORKING skill.
As per vanilla game, MECHANIC skill is needed for fixing engine etc.
If you use Monkey's start scenarios, and start as a nomad (with character traits), and pick this bike, then you will get a good state bike from the start. You still won't be able to repair until you get those skills though.
It's a good bike, gets better when you can fully fix/improve it, when your character gets good.
Consider getting that add-on mod for this mod, which makes the handling, in my opinion much much better.
In response to your issue report, I would like to share this tip below.
The tip below is for another vehicle made by the same modder, so I am guessing the root cause is the same...
ISSUE: Ford E150 vehicle doors stay open after exiting the vehicle.
REASON: After systematic testing, I have tracked it down to another mod, ("APOCALYPSE MACHINES 2 WHEELZ") which, when enabled, causes a bug for this mod ("'86 Ford Econoline E-150 + Pop Culture vans").
FIX: Disable the APOCALYPSE mod, and E150 vehicle doors start behaving just fine again.
How can i get these?

Anyone knows what is wrong?
I really want to use your motorcycle mods... but the chain of dependencies (a boat mod which requires a boat map mod?) seems kind of messy. Do you have any plans to make your motorcycle mods separate and modular like your vehicles? I think it would be an important improvement for the long term.
