I used the Got Lakes? map mod to make an ice age map, but with forests and oases spawning on snow, to make it a little more workable. This, together with some really nice city-state allies from Civitas City-States mod made snow cities some of my most productive ones. My favourite cs from that mod is probably Maingmaw, that adds +1F +1G to an improved tile next to a river, and together with Phasis, that adds +1P to forests if next to another forests, it makes lumber mills so good, especially with the long, branchy rivers that Got Lakes? adds. Highly recommend trying Santa with this setup.
