So yes, you can fix this fairly easily. It is caused by the boat ride... so, all you do is flatten some terrain where the 2 lakes meet by the woodie - it is best to use the narrowest point you can find. This should create 2 separate lakes (and you should be able to see where I've done this before). Fill the lake in opposite the Infinities to the correct level: This is the one with the Mack launched coaster on it and the level should be the highest it will allow ("a step below the path height").... Then, lower the terrain you've used to create the 2 lakes and it should auto-fill in the lake with the boats again.
There is no pattern to when the park loads with or without water, so I can't fix it in the park file.. It seems to go missing when the park is loading.
