This doesn't fix the underlying issue, because it's hardcoded. This is meant to keep the current patch playable, until the devs fix it themselves.

It's meant to help the AI -- they don't know how to interact with the legitimacy system at all and have completely non-functioning governments all over the place due to the current system.

This just makes the exploit of putting every IG into government and getting 100 legitimacy worse.
