Description
Lowers the impact of ideological incoherence by a third (multiplicativly to the modifiers of the vanilla distribution of power laws) to prevent that the AI doesn't decend in a death spiral where it can't form any legitimate government.

This doesn't fix the underlying issue, because it's hardcoded. This is meant to keep the current patch playable, until the devs fix it themselves.

It's meant to help the AI -- they don't know how to interact with the legitimacy system at all and have completely non-functioning governments all over the place due to the current system.

This just makes the exploit of putting every IG into government and getting 100 legitimacy worse.
