You can also benefit from the extra charge of Inquisitors, to remove other players' religion further

Can you make Witch Hunters give some loyalty per turn when in a city centre? capturing cities that have a different majority religion comes with a heavy loyalty penalty.

Toussaint and Novigrad are a duchy and a city-state, while full playable civs should be kingdoms and empires instead.
