工人劳动保障最高级+75%最低工资和利润上缴+20%最低工资+集体化会导致工人工资暴涨到60英镑，农民暴涨到90英镑。最后因为工资太高没有厂盈利崩盘。

When using Worker-Directed Planned Economy, I cannot switch the production methods for Financial Districts and Company Headquarters. They are stuck in capitalist production methods.

They are invisible when you don't meet the requirements, you need to read and know these requirements in this mod's description

Hi! There's a localization error in "ce_l_english_covernment.yml" when it comes to the starting Qing celestial empire government because "gov_celestial_empire_desc" and "RULER_TITLE_TIANZI" have an extra apostrophe. Just removing it fixes the issue in both cases

i would ~personally~ prefer no/less penalties (mortality for policing, morale loss for army) even if it means less benefits from the variant laws, but i am just nitpicking :P
