2. Changed all newly added laws into variant laws , which unlock when conditions are met. Added Workers' Militia (Police) , Soldiers' Council (Army Organization) , and Profit Surrender (Taxation) . Specific conditions are as follows:
* Mass Democracy : Variant of Single-Party State. Requires having Protected Speech, Council Republic, and Commune Administration.
* Soldiers' Council : Variant of National Militia. Requires having Council Republic.
* Profit Contribution : Variant of Graduated Taxation. Requires having one of the two Planned Economy types (Worker-Directed Planned Economy or Centrally Planned Economy).
* Commune Administration : Variant of Elected Bureaucrats. Requires having Council Republic.
* Workers Pickets : Variant of Militarized Police. Requires having Council Republic or Federation of Trade Unions.
* Labor Education : Variant of Compulsory Primary School. Requires having a Socialist economy law.
* Public Higher Education : Variant of Public Schools. Requires having Council Republic or Technocracy.
