Ideally, I'd put whatever unit I want on those ships at whatever time (but then again, separating the soldiers from the ship entity, for having joint naval operations would be the way to go, and no auto-embarking of entire armies at any coast (but... CA couldn't be bothered to actually make a proper AI, to deal with such mechanics... rather make everything arcady, to accomodate the special needs "AI"))
.. but atleast I want unique units to be accessible, for said power-houses.

btw.: did you consider "picked peltasts" for Cimmeria/Pergamon navies?
Seems like a waste not having them available, when pirating.

Generally, versatile units should be prevalent over standard land troops (hoplites, swords, etc. being replaced by units like peltasts (even Royal peltasts or a light version thereof), thureos spears, etc.; also, "mercenary Cretan Archer"-ships should be a thing!).
