I feel like Barbarians should have less corruption than the civilized cultures, because they are less bureaucratic, meaning there is less room for embezzlement.

Hey even though I construct the buildings the corruption percentage is still the same is this a bug?

finally a nice new mod to save my empire from corruption, as an italian i hated living everyday life in this game
