I could look at moving one back to Zanbaijian if it was important to people.
Here is the code below, the actual reward can be random (rotated among locations) as its a reskin of Nagash mechanics but I setup 3 separate campaigns then clicked the book icon in the top main UI and confirmed the following regions all had 'books'. They're almost all exclusively around or to the West of where Darkblade starts also (drawing you more towards other DE and the top-left/NW chaos wastes).

Was your game telling you that a book was in the Region? Not everything is perfectly placed within Book Lore either, I've tried to gamify it a bit to avoid annoyance and to make things fit within the Nagash mechanics.

Nagash mechanics are still random-ish with this mod so I think should still be OK King_Mandu. I did a quick test there and saw all the books appear. But I can make changes if there is an issue due to Tamurkhan.
A little feedback: 50% research seem to me a wildly outstanding buff, I think 20%-25% would put this mod well into the mod range of "welcome world and character enrichment mods" instead of "feels like brutal cheating" mods. Just something to consider.
I'd say it's doable for either, the Books of Nagash core mechanic is fairly modular. If you or someone else wants to get a headstart on it yourself you can also download and open this mod with RPFM and then just start swapping around the Malus faction for Teclis, and generally tweak the rewards and text/flavour etc.
I do agree though that the DE are sorely lacking interesting campaign mechanics.
