I have noticed that too, I've spent a bit time trying to figure out why but I haven't been able to figure out for sure. My current guess is that his settlement buildings don't have entries in the "building_downgrade_junctions_tables" but that's just a guess.
If you have any problems let me know and I'll try to get to the bottom of it.
Im having the same issues also. Dont know whats causing it.
Neither of these mods interact at all with that system, I imagine something else must be going on. Maybe try starting a new game with and without these mods (or others, deactivating as needed to narrow it down) and see whether it keeps happening? You can use https://steamcommunity.com/sharedfiles/filedetails/?id=2791241084 to spawn yourself a high enough lord right away to test.
I'll post in the other too just incase its their mod that's causing it. Anyone said anything?
