You speak to the cloaked individual who offers vault keys, they will offer a quest that will take you there, then you unlock the recipe.

You likely have a bug, can you visit the dude then copy your log (local files Starbound/storage/starbound.log (with no numbers!!!)) and paste it to a pastebin.com and leave the pastebin link here so I can check it. As for alternative ways of starting it, that would be strange unfortunately.
