This is now updated (though funnily enough it didn't require an update to work). Altars have been turned into minor settlements basically. All factions military outposts have been given effects for increasing defensive supplies, income for the region, and many factions get a bonus to trade at max tiered outposts. Khorne gets skulls, dark elves and Chaos dwarfs get slaves/labours, other races will get additional effects later on.

Thank you, sadly I still don't know how to get the replenishment rate buff for warband recruitment to work properly. But at the very least the income from souls, better garrison for altars, and alterations to outposts, are all working well. I'm mainly pre-occupied working on a bigger mod plus some submods, but I do intend on at least expanding upon the alterations to outposts later. Things like, if you're playing Skarbrand your outposts give you skulls, dark elves get slaves, cathay gets a bonus to trade, etc.
