There are two major possibilities.
1: You are playing with incompatible mods.
2: You are playing a True Start Location Map that doesn't allow them in the game due to no starting location.

On the first one, try disabling other mods and just this one and see if that allows it.
On the second one, try a random map, or a basic Earth Huge with no TSL.

i have a problem with skellige and Lyria addons.

I even though they are enabled i do not see them in the list of civs to pick.

Other wither's addons work e.g. Temeria, Kaedwen.

I'll strongly appreciate any help.

There is a known bug in the Villa's description: Villa cannot be placed adjacent to a specialty district . This text is missing and is going to be fixed in the next update

What are the building requirements and restrictions for the Villa? They seem to be inconsistent with the civilopedia description

I'm realizing now that it indeed needs the Maya & Gran Colombia pack because of Meve's ability. Sorry, adding it now as a requisite but will work on it these days.

@iPlayGamesITA i got Gathering Storm and Rise and Fall but game is crashing when i want to start it. Is this a problem in mod or in additional content like new frontier pass ?

@Soldierfumao12 what's the issue? Game doesn't start? Can you check any errors in Database.log?
