This mod probably doesn't work for some of you because you're also running Kraken's Better Dinos mod which changes the wild creature class id

Both pegos and Ichthyonis still spawn in even after doing a dino wipe.

Doesnt work probably, Pegomastax still spawns in after going in a diffrent region but Ichthyornis I never saw since.

Does this do anything other than the server setting to override the spawn? If so the setting will save loading time and take up less resources.

How can I customize dinos that I don't want to refresh?

Just an FYI for anyone the following impacts:
Those who use the highly popular (over 320,000 subscribers) Kraken's Better Dinos mod have less reason to be annoyed with creatures like the Ichthyornis and Pegomastax as they are changed to be be less annoying. For instance, wild Ichthyornis are changed to only steal Meat, Berries, Vegetables, or Honey from inventories. And they have reduced aggro range, among other improvements. (For that matter, wild Pegomastax will outright ignore mounted players and tamed dinos unless attacked.)
