I've found that Custom Campaign's settings get partially overridden with Terror From The Void, primarily Starting Soldiers and the Human Population Lost options in the Mod Options, hard-defaulting them.
Would it be possible for you to see if it's possible to make those options compatible with TFTV? I'm mostly only really able to play Phoenix Point thanks to the essential removal of the Game Over system via the Human Population Lost option, and I'd like to be able to play with TFTV as well since it does add quite a lot of new features.
It will have the same effect as putting maximum value which is 3 in this case.
If you play on Rookie then you cannot lower the difficulty via Tactical difficulty modifier because Rookies is the lowest possible.
You can lower difficulty via Mission threat level modifier. If you put -3 then every mission using threat level modifiers will be Low threat. This means that Low threat level missions will still be low threat but it will change medium, high and extreme to low.
No, it does not have any effect on vehicles.

When you start a new game without this mod or with this mod and 0 in tactical difficulty modifier on for example Veteran you will get Veteran difficulty for both Geoscape and Tactical.

Examples:
You want to play the game with Veteran Geoscape difficulty but Legend Tactical difficulty. Set Tactical difficulty modifier to 2 and start the game on Veteran.

I am playing unmoded game on Veteran right now, but will try the new run with this mode as I newer encountered Ambush and want to boost haven defense missions chance.
You can force the game to start with mods like this: Right click Phoenix Point in your Steam library and go to Properties. Write -mods into Launch Options field
We've included the current version (1.0.3) in the mod description above, but you may need to unsubscribe/resubscribe to get the latest version. This appears to be a Steam Workshop issue, but we're looking into it.
For the % Chance of attack, same as above, I think there are some forced attacks.
For the ammo and all other settings, in fact :
the game reset values at some points and skip all mods configurations.
