You need to restart Steam and re-subscribe if it didn't download.
Once it's downloaded and the game is launched once, the mods will get copied over to your game directory, and you'll have to follow the instructions to install it properly.
Try it again from Step #2.
The game requires to be launched once after subscribing for the workshop mod to get copied over to the game's mod path.
That means you messed up, try again.

If you're talking about modifying edict points, orders and other special variables.
It won't work due to how KP handles things, as this was originally a universal cheat menu for RPGM games.
If you're also messing too much during combat with the regen or auto-win and stuff, the game may crash.
And certain things like modifying edicts and flags, upon testing, seems to work in gameplay even if it's not showing the visual change.
Restart Steam and launch the game once.

It doesn't regenerate unless you re-install it which will overwrite your modification.
So keep a backup of your modification always.

Try re-installing but skipping Step 7.
As I suspect your game isn't copying mods from the workshop for whatever reason.
It should open at the main menu as well but it's only functional once you're in the game.
You can change the keybind by reading the note provided in the bottom of description.
Make sure you've followed the instructions properly.
Try changing the keybind and see if that works.
You can use the search function in your file explorer to check where the duplicate is.
