Anyway, I might be looking into it if it's really a game breaking issue, but CS2 is coming out in one month and will make this mod obsolete.

If the assets are blocked, please compare your mods with the Hotels & Retreats compatible modlist.
FYI, since I couldn't figure out how to get rid of the error with the mod uninstalled, I just gave up on skipping trees and reinstalled this mod again, and I no longer get the error - so I sort of chose to run with it. 😁

I will try to find time to investigate it, but I doubt this mod could cause any persistent side-effect... It's just altering the way of loading ressources, it is not supposed to change the state of your game files.

I did a sub / unsub and it made no difference
As an aside, other problems have started to happen with that Mod

By the way, I just updated the compatibility of the mod with the newest free patch and DLC: everything should be working fine.
I tested only the compatibility with the free patch on my side because I don't own the latest DLC, but I'm confident with other people having already tested it with "Financial Districts".
Yea, Climate Control still works & the temperature can get below freezing (using one of the colder regions). But it still has its own performance leak they need to fix. Otherwise your going to be restarting the game every 20-40mins as the simulation itself grinds to a halt (Not just the FPS but the actual sim process).

I wasn't able to reproduce your issue because I was using "FPS Booster", and even disabled, it seems like it was impacting "Climate Control". But "FPS Booster" fixed the compatibility on their side (that's why you didn't see any update on "Climate Control" side).
So I have been able to use the mod properly, then notice the same issue as you, and make a fix on this mod (i.e. "Snowfall Assets Everywhere").
I don't use FPS Booster :P
I have also been able to fix it.
It should be working fine now (if not, try to suscribe again).
Also, I feel your pain about updating your in-game mod list: I spent more than one hour removing/replacing all the broken ones in mine to check your report haha.
A few hours after your first reply I finally managed to narrow down my performance issues to that mod, so I agree it has some issues that need to be worked out recently (Hadn't played since Green Cities before coming back recently so putting my mod collection back together)... Climate Control works for small cities & low mod counts but it seems to cause a fast growing memory leak that will take out the simulation thread.
As for your alternative... I already knew those worked but thats because your physically changing everything over to the winter tileset. I'll take a look at the "Theme Mixer 2" mod but part of the goal was to have the weather (and the management problems it caused) be dynamic & a bit random.
Unfortunately, I wasn't able to get "Climate Control" to be working at all for me, I was getting too many different issues and this mod is reported as having "Major issues" on Compatibility Report.
I don't think it is worth it to invest more time on fixing the potential incompatibility with it then, sorry.
However, I tried to reproduce your situation with "Environment Changer" mod (https://steamcommunity.com/sharedfiles/filedetails/?id=611254368) and everything was working fine in my case: snow was covering the roads, correct Snow Plows were dispatched by the Snow Dumps. I understand this mod can be working differently to what you are expecting though (static env. vs dynamic env.).
Another alternative is the combination of "Play It!" and "Theme Mixer 2", but in this case the snow is not covering the road I think.
Let me test this, I can't promise anything, but maybe it would be possible.
I just didn't check at all how Snow Dumps were working after loading.
I am using this + Vehicle Selector + Climate Control on a Temperate map and while the temperature can get down enough to freeze the roads, it seems the Snow Dump dispatches Road Maintenance Trucks (which does nothing for frozen roads) instead of Plows... And Vehicle selector doesn't see any truck options for the building.

I know it's probalby too late for @OneCasualBoi, but an easy way of plopping buildings before milestones are achieved, is by using FindIt mod (which probably every modded gamer uses anyway). It's a "soft" cheat compared to unlocking all and totally avoids additional coding/compatibility issues. You may add this hint to your description, otherwise just ignore.
