My only issue is that you need to have the items in your inventory EVERYTIME you want them to move in. I think it should only be for the first time, then they move in automatically. This would be more in line with npcs such as the merchant who can move in anytime after they move in for the first time.

The miner sells every ore up to (and excluding) titanium and adamantite when you first enter hardmode, skipping progression

ah I see, sorry! yeah it's possible that I didn't kill Queen Bee at that point, but he does have it now so it's all good. also my NPCs must have died and I just didn't notice. still it would be nice to have some config to disable needing items in the inventory in the future :)

You will need the items for the NPCs to move in. You don't need the items in your inventory unless they die. Moonglow is only sold after the Queen Bee is defeated so it's a bug if you have defeated Queen Bee.
