Oh, Valve doesn't actually let us upload music kits as downloadable mods, just proofs of concept unless they get accepted, then Valve works their magic and actually puts them into the game. I assume you *could* make a music kit mod, but you wouldn't be able to upload it to the workshop since it's not a map, skin, or sticker, and you could probably only use it when playing with bots
