Specifically to add to the "Required Items" list to cause the pop-up to appear for un-subscribed items to encourage you to read before you subscribe. Not to use as an actual mod dependency.

As I understand it, in the City Skylines workshop there was (probably still is) a LOT of people who didn't look at the dependencies section for mods that had them. As a result there were a lot of complaints that those mods weren't working, with the mod authors continually having to tell people to make sure that they have the dependencies. The City Skylines version of this mod was made for modders to add as a dependency to make sure users read the whole description of their mod before they would respond to any issues.
