While i dont think Maggie would laugh at Isaac, Isaac's interpretation of her would probably make her think that, that and the fact that when Mom (The Boss) hits you, she laughs

My best guess is that it wasn’t implemented due to it not particularly fitting the personality of The Beast/Mom. I don’t think Maggie would necessarily laugh at Isaac. Yes she’s an awful person but I don’t think she’d laugh at him. Just my best guess on why this wasn’t implemented.
Anyway! Great mod! :D

When I get hit the horsemen laugh but beast doesn't. Any ideas why this may be happening? As far as I can tell, I have no other mods that modify the laugh animation.
