For the 2. part, you've tested with many mods, right? I've experienced the same bug some days ago, even when I used the normal vanilla Varangian CB, which this mod doesn't touch. Idk which mod causes the bug but it's perhaps the same mod you use. I've tested the migration CB with only this mod enabled, and it worked well.
1. This sets no restrictions on who can migrate, which is when things start getting insane. The Byzantine Emperor could up and walk all the sudden. This also spams the player with "YOU CAN DECLARE X WARS". I'd suggest subjecting that, and AI usage, to a Rule. You can then decide who can migrate. The default should be ANY independent Tribal Ruler in the Tribal Era OR before a given year of your choosing.
2. Despite what the Event seems to imply, the Scripted Effect seems to keep your Kingdom or Empire when you migrate. It creates the Duchy, but your old title isn't given away, unless CK3 code is drastically different from CK3 code.
(This would make no sense if Clan, Feudal, Republic, or Theocracy rulers could do it.)
Also, a king or an emperor can grant their primary title to someone else(when you have only one king/emperor tier title) or simply destroy the title.
So, just to make sure I understand, this Mod allows tribal Dukes of other cultures to take their own version of Migration even if they aren't Norse. Moreover, it allows Kings to give up their King-tier title to someone else and become a Duke. Do I have this right?
