I can see potential in this but as it stands, I don't think it's a good scenario in terms of balance. You need to take account into people asking for every local concerns (That include all 3 types of roads) and maybe increase the starting reputation or the amount of money you get so you don't get screwed over by low budget on something you can't even control. Corruption risk is a huge problem. Since you are playing as Economist, corruption is going to eat you more than anything and with Ambushes combined with Smuggling Post just makes it not fun to deal with at all
