Maybe a closer look at the unit weapons again, depending how combat feels for everyone. Additionally, a few more modifications weapon wise.
Any ideas ?
You could consider doing this by adjusting modern weapons to late game by re-introducing weapons (modern weapons) as a resource.
After 1871 there was a consolidation of all arms- the 1853 Enfield used in the Boshin war was converted en-masse to breachloaders and most arms were placed in the Tokyo and Osaka armouries. i.e. if areas would revolt, apart from a few stationed (garrisoned) levy's there would be no modern weapons to be a significant threat.
i.e. make modern units require the "machines" resource, make the blacksmith chain produce these resources (maybe from level 2) on top of trading and change starting arrangements of the blacksmithy's as above. Thus forcing the player to trade with other factions and race to upgrade ports (and focus on port denials) to acquire weapons to train units. or depend solely on traditional style units.
Thoughts?
- As this period is also the time of the turret and the barbett, consider replacing the Stonewall with the Roanoke for home building, (that will change naval dynamic somewhat as now the AI will spam the Roanoke later game so putting a construction limit on it would be wise ((and of course change the limit on the other lesser vessels accordingly to counter.).
- If only we had some other later ship models to use for the game I would jump at the chance.
Increase the Stats of the Le-Ocean to be near twice as good drastically increasing its armour on all vectors accordingly, as compared to all others as the Le-Ocean was the only ship that was actually of the period (late 1870s), that will make it interesting, and better its guns too as In this period the Warrior was out of date and the real Roanoke was drydocked reserved.
I wish you all the best!
- I would wonder if there would be the ability to bring the single rank fire back for militia only, as a transition between tactics (or to account for lack of training) as for a purely gameplay side the traditional forces are now completely outclassed by even the militia at the beginning of the game, which may be little OP for the traditional troops, and this changing of the guard may feel more appropriate?
- And following that maybe the ability to kneel for all modern elite units?
- And lastly maybe add a limited recruitment Battotai Regiment for the Emperor?
1, (originally copper bottomed) now ironplated vessels from ‘military ports’
2, enable the standard home built ironclads from standard ‘Drydock’.
3, ?leave the foreign built ones in the trade relation ports (although I have never seen the AI use these)
4. ?maybe copper bottom boats, leave in standard ports or now enable them in upper echelon trading ports.
Maybe in total change the names of the port types altogether to represent the changing times by making them ‘small drydock’ and ‘large steam powered drydock’ or something) to keep up the façade of similarity.
- Also change the picture and description of the copper bottom research icon to "Ironcladded" and and the Ironclad research to "Ironhulled" or maybe just "Foreign Vessel Lease Treatise" and avoid the entire issue)
Of small bugs in the mod I would note the following:
One, reducing the fire-rate of the late game Fort Artillery and Fort machine gun (no AI army could ever face the ‘rather excessive’ current rate of fire.)
Two, Giving the traditional spear men the ‘spear wall ability’ rather than the ‘flaming arrows ability’ (bit of a laugh there),
And for the large changes…
Some of my suggestions would be:
1. Increase build time and costs for ships. Should especially help the lategame AI naval spam.
2. Add national crews to the three European ships. British crew for the HMS Warrior, and so on.
3. Maybe increase unit cost and recruitment times. Make getting bigger battles harder and more expensive.
4. Slightly early start date, maybe 1879 or 1880.
5. Grenade units?
Also, implementing something like this mod.

And if you ever wanna take a shot at map editing, adding part of Korea or mainland China. Could give us a glimpse at the Boxer Rebellion.
