It is 1% per restock and it only starts to appear after party hits level 7.

It's intentionally made rare, as per description. If you want higher chances, you can get a mod that lowers restock time, such as https://steamcommunity.com/sharedfiles/filedetails/?id=1964334115

The probability is so low that I doubt whether the feature is implemented. I haven't seen a single blood rose til lv10.

Oh btw you don't need to override treasure tables as you can append your tables to existing ones via CanMerge 1
