Do you get some kind of error or you see the screen "Generating World..." take forever? If its the second one that is the O21 Apparel Unlocker for Ideology. You need to choose a bit fewer options from that mod settings if you want worlds to generate faster. Otherwise it should work fine. Try to set the Sea level lower to let factions have more room for bases. I usually have it just 1 tick before none. Make sure to autosort the modlist using Rimpy as well.
