The solution would be to cut it off of the drone and then placing it on the craft you want the drone to follow.
To switch between R1 and R3 you need to use command:
"remote fire --range 10 20" (for R1) and "remote fire --range 50 60" (for R3) from your fighters` LAMP programmable block while in formation
OR
"fire --range 10 20" and "remote fire --range 50 60" (for R3) from your drone LAMP PB (if you are controlling it manually).
By default your drone will shoot R1 missiles first and when it won`t be able to find any more of those attached it will launch R3`s.

But obviously that means having a conveyor system which your system (being a pre-fueled system) does not require.
