Axle, 128 tick refers to how many times per second a server refreshes, meaning it has nothing to do with a map, tick is a serverside setting. When playing with friends, however, you can make it 128 tick by opening console and typing: sv_cmdrate "128"

Skill_Zone, the plugin is only if you're hosting it on a server (don't quote me on that, I very well may be talking out of my ass)
