alternatively you can use the mod that does it for you
From the logfile. Not sure if I'm reading the correctly, but my pc doesn't even have a D: drive.

Alien Hunters Highlander has been updated to v1.29.0
Full changelog can be found here:
https://github.com/X2CommunityCore/X2WOTCCommunityHighlander/releases/tag/v1.29.0
The error happens because the files at the following directory are completely Vanilla files (or doesn't exist at all);
%USERPROFILE%\Documents\My Games\XCOM2 War of the Chosen\XComGame\CookedPCConsole\
When the game loads with the mods, it tries to grab the cooked files from there there, but they're all vanilla or absent, so it'll crash.
To fix it, you need to copy the files from this directory to the one I mentioned above;
<Steam>\SteamApps\workshop\content\268500\1134256495\CookedPCConsole\
(If you're using GoG, instead of Steam directory, it's the directory you set when installing the game.)
Mind that by doing this, you'll be unable to run the vanilla game, only the modded version. You'll need to reinstall it for the game to run vanilla again.
It is strange that yesterday I managed to play on a several years old campaign without updating anything (200+ mods, atleast 10 of which are supposedly outdated) and the moment I updated and followed official guides I am unable to even start the game.
I would check your mods for what game version they are for, the AML can show you an easy column for this information.
Also, make sure the '-regenerateinis' option of the AML is OFF
If you have further issues follow the troubleshooting steps on the XCOM2 wiki, particulary the section about the Binary Search method
The first time I loaded through AML, I managed to get to the game and tried starting a new campaign but the game just crashed to desktop with no error message after the cinematics. After that, it is the same error message on startup that attemting to load package dlc 2 has failed. I tried resubbing to the Highlander mods and it is not working. Sometimes it is just stuck to whatever screen I was on when launching with the red XCOM WotC icon on my taskbar in not responding state without any error message.
I am usnure what to try next. The only two options are nuking my mods 1 by 1 until it probably launhes or playing without mods, which I do not want.
I wanted a new campaign so I came to the worksop to check if I want all my mods and if I want new ones. I updated mods, took a few skin mods out and added several new, yellow alert and community promotion screen being the biggest ones. I tried starting today and have been mostly stuck on launch. I tried through the 2K launcher, tried with edited and shortcuted exe and through the AML, in that order.
So "no other mods loaded period" feels a bit misleading...
221,309 current subscribers users, myself included, I'm sure if this was causing issues at least one other person would have mentioned it by now ...
so it would only work if you run a campaign with this enabled (NOT integrated)
What if you are testing mods and are not using the campaign
Or playing some of the other modes?
For reasons unknown to modders something in the native code of putting that setting on stops a plethora of UI mods from working, to such a point that it was deemed as a 'critical fix' to hard disable it through the highlander.

It happens exactly as that old reddit post describes with the latest version of WOTC Highlander and the Alien Rulers plugin.
With that dark event active, they just get a free action of any type they like.
I'm using the alternate mod launcher and don't have any conflicting mods or gameplay altering mods other than Highlander.
If you do you should be using Reg HL + Reg AHHL
Steam Library - Right click on XCOM2- Properties - DLC - Deselect Alien Hunters DLC, which will cause Steam to delete this DLC. You will see that xcom2 is starting to download some things. Wait a few tens of seconds, and if you select the DLC again, you will download a new copy of the DLC.
After downloading, using this MOD again should help you get rid of your troubles.
I would highly advise you to use the AML though
'Options' > 'Show Hidden Mods' > Find/search 'Alien Hunters' > Tick it > Right click 'unhide'
Then, back to 'Options' > untick 'Show Hidden Mods'
Should now be enabled and your game should register it.
Yes, that is the plan. If you have Alien Hunters use this AND the main highlander mod.
