A noticable increase in the amount of factions you can get WS bonus from is also clear in the progression of the skill. Making it more valuable in rank 3

So, my though would be this:

lvl 1:
+5% WS vs Greenskins.

lvl 2:
+2% WS
+5% WS vs Greenskins & Skaven
+5% WS vs High Elves

lvl 3:
+5% WS
+10% WS vs Greenskins, Skaven, Dark Elves, WOC, Norsca & Beastmen
+10% WS vs High Elves

Here you get a more solid piece of Value from the skill increases. Giving you incentive to not just stay at rank 2. Imo, I feel that you're pretty good from staying with that 8% bonus from the skills that you currently have.

You are getting a 10% boost 2+8 = 10% (total)

Rank 3 gives a 5+10 = 15% boost

from 5% to 10% feels like a better stat motivation to pick up rank 3 and not just stop at rank 2.

Critique tho, I think lvl 2 stats should be 2% and 5% for the others. 8% feels like a poor increase on rank 3.
