+ 1 Point towards Great Engineer.
Merchant Harbor:
+ 10% Gold.
+ 1 Merchant specialist slot.
War Harbor:
+ 15% production towards naval military units.
+ Great Admiral appears next to coastal city.

Guess all that is left now is to change the name from Harbor of Carthage to a 'Cothon' and change the built Wonder screen to include the new bonuses and wording. Maybe saying something like this on the left side of the Wonder screen:
"The harbors were in communication with each other, and there was an entrance to them from the sea, seventy feet in width, which they closed with iron chains." - Appian's narrative of the siege and caputure of Carthage by the Romans.

A) Why you adding Desert tile near town? Carthage was in Northern Africa which was fertile, not the Sahara Desert. The only other 'Cothon' to be found was in Sicily, so why add this? Change it to Plains near town to be less specific?
1B) What about cutting the number of triremes to 2, similiar to the Pyramids?
2B) Option 2 is that it works like terracota army and gives you 2 copies of each type of (faction specific) naval military unit you have?
C) The Colossus gives a +1 Trade Route bonus, how about something like East Indian Co. but with less $: Trade routes sent to this city give +2 Gold and the owners of the trade routes gets +1 Gold to reflect the bonus a harbor of this size would give?
D) Just Constructive Criticism, but the bonuses should be a max of 2 types of bonuses as to NOT be too OP. Most Wonders only have 1-to-3 types, this has 4.
Not trying to tell you how to make your mod, just trying to be constructive & helpful.
Remove the Great engineer,
Remove the 2 happiness and 3 gold bonus
Cut down 50 extra defence points to 25....
Adding "Desert tile near town" as request also.
So new bonus... :
+ 1 Trade Rout
+ 3 Trireme
+ One extra gold from sea resources
+ 25 defence Points
Seems op but needs double hammers (production) from other same period wonders...

You can delete a buff that you do not want from carthage_buildings.xml file.
Just pick one.
